FaceTime not working from iPhone

I’m getting this error when trying to facetime from my iphone:

“Could Not Place Call

Your Apple Account … is not eligible to use FaceTime. Use this phone number with an iPhone to place calls from this number, or add an email address to your account.”

nothing suggested worked and no one posting this issue ever got an actual solution. this is obviously a bug that apple is refusing to fix for some reason
