A SafeBoot Start up your Mac in safe mode - Apple Support — certain system caches get cleared and rebuilt.

Reboot as normal, Caches get rebuilt automatically. Clearing these caches have a way of sorting anomalous issues.

Caches are there and designed to make your mac run faster and more efficient; unless there is some issue it is not recommend for that reason.

The totality of data in the < ~/Library/Caches > is nominal (ex. 3 GB), certainly not going to save you storage space as it will simply repopulate at your expense.

if you have bigger issue— now is is the time to clarify.

Which Cache? There are a bunch of caches in ~/Library/Caches which you can delete. You clear your browser cache in its settings - it varies by browser, so best google whichever one you have. Bear in mind that once you've cleared caches it might cause things to run a bit slow for a while if they depended on them.

The real question is why do you want to? MacOS manages it's own memory and does a pretty job of it. Have you got a particular problem.
