Re: Apple closed captions not working ... With closed captions off and sound on apple does not caption Russian and occasionally Spanish:
how do I fix this?"
Wondering which app you are using when closed captions in Rusion and Spanish are not appearing ?
If closed captions don't work when you have them off :
Do closed captions work when turned on ?
Note: Not all videos include closed captions.
Seems the video's creators decide whether to include c. captions or not.
You can check the languages they have included. (The movie needs to be playing, and you pause it to choose the language.)

Re: Apple can't seem to believe I would use anything other than an Apple device, I am streaming out the HDMI port of a Windows 10/11 laptop.
Where does Apple come into this ? Are you using an Apple app for streaming Apple music, or perhaps Apple TV videos?
Apple support's online article (link below):
Control playback in the Apple TV app on Windows - Apple Support
Eg: says:
Turn on subtitles and closed captioning
- During playback in the Apple TV app
on your Windows device, show playback controls. - Select
in the lower-right corner, then choose a subtitles option from the pop-up menu (if available).

Seems Apple goes a long way towards accomodating Windows users, yet the Microsoft software and Windows settings would be Microsoft's speciality.
