Dictation not working on iPad Pro but works on iPhone XR

I have parkinson’s disease. I need to be able to write text and emails through dictation because my fingers are not reliable when typing. I have had no problem with my iPhone XR 18.7.9 setting it up for dictation, but my iPad is not cooperating. iPad Pro (11-inch) (2nd generation), even though I am using the same settings for both. What am I doing wrong? Can someone help me? Thank you.

When you say your iPad is not cooperating, is the iPad setup of dictation not completing, or does it fail later when you try to use it? How does it fail?

I'm no dictation specialist, but maybe one of the other helpers here will have an idea given a little more information about your situation.
