Pages track changes toolbar won't go away

My track changes toolbar will not go away. I have no tracked changes in the document, but nonetheless selected "accept all changes" from the menu of the 'gear' on the far right of the bar. I then selected "turn off tracking". The bar remains. The "edit" menu properly displays "Track changes" or "Turn off tracking", depending on the current state; turning off tracking from the edit menu does not cause the tool bar to go away.

I do have *comments*, but this should not make the tool bar sticky.

I have another document open in pages and the tool bar is not present there.
