Where are you seeing this exactly?

The Bluetooth page in the Settings app does not look for specific devices at all.

It will show any previously paired and connected devices, and will then show a list of any devices nearby that have bluetooth active and are in pairing mode as that's what that page is for.

If you are not looking to pair anything, just exit the Bluetooth page.

If you are getting a paring request from a watch and it appears on your screen outside of the Bluetooth settings page, then that means there is a watch in paring mode nearby. You can ignore it, but unless you find the offending watch you can't stop the request.

If something else is happening, please clarify,.

If you access part of iOS that is intended to access Apple Watch, iOS will look for one.

Same as accessing Bluetooth will start up a search for nearby Bluetooth activity, and will allow (but not require) the pairing.

If you are trying to remove a Watch now gone (but not lost or stolen), delete it from your Apple Account.

If this is yet something else happening, some more background would be helpful.
