First you will need to to know the passcode.

Sign in, go to Settings / FaceID & Passcode (you'll need the passcode again to enter) Scroll down and turn off Stolen Device Protection (now on by default), then the Turn Passcode Off option will enable so you can use it.

Depending on how that request can be interpreted…

If you forgot the passcode:

If you want to operate with no passcode?

Settings > Face ID & Passcode > log in > Turn Passcode Off

Thank you all for your help.
Unfortunately, turn passcode off option is grayed out for me. I’ve discovered I have to remove my Face ID before I can turn the passcode off.

The passcode or password is the basis for iPhone security, is not recorded and not retrievable anywhere, and the passcode or password is the path to the key that used to decrypt and encrypt the data on the iPhone.

Face ID and Touch ID biometrics are a shortcut to allow use of a more robust passcode or password to be more convenient; a shortcut to a better passcode or password, and not a replacement for the passcode.

Apple mandates the use of the passcode every couple of days, and at first unlock, and at a few other times, and biometrics can then be used for the other unlocks.

Unless the iPhone and the data on it have no value to you, and unless you don’t want and don’t need to use any features involving payments or money or such, this isn’t a path I’d follow.

You do realize that if you remove your Passcode, Find My won't work. Many Apple Services won't work. If you lose your phone or it is stolen, whoever has the phone can do anything they want with your phone and the data on your phone. You wan't be able to use the App Store or Apple Wallet. Removing the requirement for a passcode is simply a really really really BAD idea.
