I an purchasing a 1TB Time Capsule. Is it possible to copy the Time machine back ups directly from my seagate to the Time Capsule.

Yes, it is possible.

Here are the basic steps:
1. Within Time Machine (TM) preferences select the Time Capsule (TC) as the backup destination, and let the first backup begin.
2. As soon as TM gets past the “Preparing backup” stage and starts copying data, move the switch to Off.
3. Using Finder, navigate to the TC volume. On that volume, you should find a disk image with a name like <Mac-Name>.sparsebundle. Double-click it to mount the disk image on your Desktop.
4. Drag everything on this disk image, which should just be a single folder called Backups.backupdb, to the Trash, and then, empty the Trash.
5. Drag the Backups.backupdb folder from your previous TM backup volume to the disk image where you just deleted the folder in Step 4.
6. Eject the disk image.
7. In the TM preference pane, switch it back On.

TM should now pick up where it left off the last time it backed up to the local drive.
