Have you tried a Forced Restart, which is different and more effective than a soft restart—which is done by using the Power Off slider? If you haven't done so, do it by holding down the side button and the Digital Crown at the same time for at least 10 seconds, until the Apple logo appears.
If that doesn't work or you've already tried it, try unpairing and repairing your Apple Watch with your iPhone.

Also, you should check your storage and battery health, two common underlying factors for issues. On your Apple Watch, go to Settings > General > Storage, or Settings > Battery > Battery Health. Ensure that your battery health isn't below 80%, and your storage isn't nearly full.

Step 2. Reset Watch.
How to reset your Apple Watch:
NOTE — Erasing all content and settings erases all media, data, and settings from your Apple Watch, but it does not remove Activation Lock. To remove Activation Lock, unpair the watch first. Before your watch is erased, a backup of its contents is created on your iPhone.
Step 3. Connect Watch.
Then make sure both devices are in close proximity with the following settings:

This happens to me on a daily basis. It’s frustrating but the Fitness app on my iPhone allows me to close my workout.
I have a new watch and ever since the last IOS update, the workout app won’t allow me to scroll the screen or swipe right to access the menu to end my workout. Even Siri can’t close it. This seems to be a new bug because it was working fine a few weeks ago. Now this happens every workout.
