Help! Parent phone locked instead of child's

My husband was setting up a new phone for our daughter. After he finished setting up the parental controls, now all of his apps are locked and he can't do anything on his phone. It says he's reached his time limit, but his device is not supposed to have a time limit. He is the organizer in our family group
