There are any add-on VPN apps, remove all (disabling is not reliable), restart, and test again.

Then failing that, force-restart the iPad: Restart iPad - Apple Support

Hold that last button press until the Apple logo appears, continuing to hold past any sliders or other displays.

See if the Apple Intelligence download then fails, or restarts, or (preferably) finishes its download.

If all that fails, turn off Apple Intelligence, restart, and re-enable it.

I’m having the same exact problem on the same exact release on three separate devices - two separate iPhones as well as an iPad Air

that is too much of a coincidence. Also, Apple Support chat was of no assistance and yes, everything was turned off and on, iPhone and iPad were both rebooted as well as network settings. were all reset. No change Why is Apple refusing to acknowledge that this is something on their server side? I also have a call scheduled with the next level of Support tomorrow morning, but this is very obviously an issue with Apple’s AI model distribution servers are having an issue.

obviously, I’m not the only one having this issue and again this is happening on three separate devices at the same time when it was working fine yesterday. Fix this darn bug. By the way, messages in general worked perfectly fine.

Just an FYI, I had an extended conversation with Apple Support this morning and believe it or not. They actually acknowledged that they’re aware of the issue and they’re trying to investigate it further. Once they do, they’ll probably push out some sort of emergency update. At least I know I’m not crazy.
