M4 MacBook Pro can't text a specific number

On one computer (2025 16" MacBook Pro M4) we're not able to text a specific number. It shows a green bar under the name of the person for about 2 mins and then says it was unable to deliver. The number can be texted from both iPhones and the other computer (2023 16" MacBook Pro M3). I've checked the settings on the main iPhone that would text the number and text forwarding is on. iCloud syncing also on. Both the iPhone number and email address associated with the Apple ID on the newer MacBook Pro have check marks next to them.


I've tried logging out of both, restarting, logging back in. No luck. I've deleted the contact from the iPhone and then added it back. It is only this one number and it works fine from the phones and the other laptop.
