Apple AI does not run anymore.

I have a MacBook Air with an M1 Processor. I have German Language in Siri and in the Region and Language Settings. I have 73 GB free disk space. But Apple Intelligence suddenly disappeared and never came back.

Changing local setting restarts Installation of Apple AI but reinstalling does stop without success.

What can I do?
