Has the Original Internal SSD drive been replaced by an aftermarket SSD drive ?

If so, you may be required to remove that drive and put the Original Apple SSD back into the computer

Somewhere around macOS 12.3 Apple got tough on using after market drives

Tough as in, without the Original Apple SSD present in the computer.

It would not allow installing Monterey is 12.7.6 (Build 21H1320), released on July 29, 2024. 

that MacBook Air can certainly run Monterey. where is the problem? are you having issues with the download? or is the issue happening after the download? screenshots of any error messages would be helpful.
