OK. Do you have a VPN on your phone? VPNs aren't needed unless required by a school or employer. But they definitely cause issues, such as apps not working. If you have a VPN and aren't required to have one, don't just turn it off, REMOVE it completely from your iPhone. Settings > General > VPN & Device Management - Remove the VPN profile. Remove any associated app as well as Anti-Virus or Cleaner tool apps. Then Force Restart your phone --> Force restart iPhone - Apple Support

If you have any add-in security apps or add-on VPN apps, remove all, and test again.

Remove the apps entirely for testing, as the disable function isn’t always reliable.

How much free space is available on the phone? When you say you deleted apps/photos/videos, it leads me to think space is an issue on your phone. Open Settings > General > iPhone Storage - how much is available out of how much total space on the phone? You should strive to have from 10gb - 12gb available space at all times.
