Your issue appears to be one that may produce various iTunes/Media and/or App Store disabled or locked messages which refer you to this support article ➞ If a message says 'Your Media & Purchases account has been disabled' - Apple Support
You must contact Apple to have them resolve this for you. The people on this Community are users like yourself and cannot resolve this for you.

When "your account has been disabled in the App Store and iTunes," there is an issue with the payment method.
Check your payment method in Settings ➢ [your name] ➢ Payment & Shipping, ensure it’s valid and update if needed. Also, sign out and back into your Apple Account, then try again.
If it still fails, contact Apple Support directly.
