Flickering image and video ghosting on my Mac mini M4 connected by HDMI. What is a problem? Monitor model is Benq PD2700.

First thing that I would do, is upgrade the existing HDMI cable, to a short 1m/3.3’ high speed 8k certified HDMI cable.

Mac mini M4 support HDMI 1.4, though it has actually HDMI 2.1 port. Of course HDMI 2.1 is backward compatible, so it should works with HDMI 1.4 monitor and cable.
As den.thed suggested, change HDMI cable which could works.
I use a Belkin UltraHD HD High Speed 8K/4K HDMI 2.1 cable between my LG 32-in 4K Ergo display and my M4 Mac Mini Pro. This cable is now five years old and absolutely crystal clear screen image. I also use this cable between my 2021 Apple TV 4K and my Sony Bravia II 4K OLED TV.
