Cannot permanently delete apps on iPhone 13 mini

Hello! I have an Iphone 13 mini , and I installed some apps like Vinted and Impulse , but I wish to delete them. Problem is, my phone doesn’t let me delete them permanently, it stays in the App Library. The option ‘Delete App’ doesn’t appear and I have no parental control, I checked my settings and everything I found here in the community and online, it doesnt work.
