Podcast business "agreements" unavailable

I'm trying to set myself up as a podcaster at apple podcast connect, and the "agreements" I need to sign are not showing up on the business page. It's been two days now. I sent something through the Contact page, and received an email back, acknowledging receipt and a case #, but nothing since. Is this normal? The other "agreement", which is about streaming in European markets, doesn't download either... are they vetting my podcast? Or does this delay make no sense. It's frustrating!!
