Two attempts to set-up my new Apple iPhone 17 Pro from my iPhone 15 Pro failed. Finally set up the new phone via iCloud. A back up was completed before the Phone to Phone method was tried. Has this been a common issue?

I set up my iPhone 17 from an old phone without any problem. The iPhones would need to have both Bluetooth and Wifi turned on. If you received the Data Transfer Cancelled message and your iPhone 15 Pro had not been updated previously, it should have been running the latest OS release available for that phone.
All those parameters were met. So, still not sure why the process wouldn’t complete. Thank you for the response.
