Verify iPhone photos/videos saved to iCloud before reset

I have recently upgraded to the 200 GB iCloud plan, only for a short while so that I can load all my data into iCloud and reset my iPhone because I have a Maps bug which is causing the app to take up almost 40 GB of data. I am trying to load all my photos into my iCloud so that I can restart my phone to get rid of the bug, but only about half of my 7000 photos and 400 videos have been saved to iCloud. How do I make sure all my data and photos have been saved to iCloud before restarting my phone? Thank you.

Keep in mind that iCloud is designed primarily for mobile devices, andsince syncing uses the battery, and since lots of people are very anxious about battery drain, the iPhone will avoid syncing when not plugged in. And since syncing uses processing power, and people hate slow-downs, the iPhone will avoid syncing while you are using it. And since syncing requires bandwidth, the iPhone will avoid syncing when the internet connection is weak.


So, if you want faster syncing, then find good wifi, plug the phone in, and leave it alone.
