Type to Siri keyboard not appearing on iPhone and iPad

I’m using both iPhone 16 pro max with iOS 26.3 and iPad Air M2 with iOS 26.5. Both devices have Apple AI enabled, and both have BOTH "hey Siri" and "type to Siri" enabled. "Hey Siri"works fine, but neither device will bring up a keyboard when I tap at the bottom of my screen for "type to Siri." Or if I hold the start button until Siri is activated. Do I have to choose only one method to call Siri? If not, why won’t "type to Siri" work on either device?
