Attention awareness is not working when my iphone is locked. It’s working fine when I receive a call when my phone is unlocked. What’s this glitch?

That is correct. And also intentional. Apple changed the attention aware behavior sometime when iOS 18 had a point update. It was changed primarily to prevent alarms from triggering silently due to false detections.

Yep. I was very confused about this. And several of us here on the forum some time ago, got into researching what changed. But it was changed, if I recall about the time iOS 18.3 was released. The bottom line is what the Author of this thread is seeing is normal and expected.
Thank you for the additional information. Have you recently changed your screen protector or case? Some accessories have been known to effect Attention Awareness.
How are you determining that Attention Awareness is not working? Please describe what you’re experiencing that makes you believe it’s not working?
A couple of possible quick fixes are a forced restart? Have you performed a forced restart? Did you notice any changes?

You can also try disabling Attention Awareness momentarily and then enabling it again.
They may have revised it again. The Apple Support article I linked below states “When you're looking at your device, it will lower the volume of your alerts.” So, alerts are lowered but phone calls are not, evidently.

Hi Jeff,
Let me describe briefly. When I receive an incoming call and my phone is locked the moment I pick my phone up and look, it don't drop the volume on the other hand when my phone is unlocked and I receive an incoming call while using my iPhone it lowers the volume.
I have tried disabling and re-enabling, have restarted the phone also but, nothing worked
