Using a 2018 Mac mini as a USB hub for an M4 Mac mini
I just bought an M4 Mac mini. Can I use my old 2018 mac mini as a hub for all of my old USB peripherals? Or do I have to purchase a separate hub? If I can, how do I do it?

You cannot use the old mini as a hub.
You're going shopping for a hub.
When you shop for a USB to Thunderbolt hub be sure to get one that is self-powered (i.e. has its own power supply). Otherwise you could exceed the capacity of the port and run into problems.
