You have two options for unlocking your iPhone.
The first is that you reset your Apple Account password and regain access to the login credentials, then simply use that to unlock the device locally. The second is to submit a remote request removal to Apple, who will do so when you provide the original proof of purchase documentation. I suggest the first option since it is quicker and you will eventually need access to your Apple Account in order to sign in to your device and more.
On a side note, if you happen to purchase this iPhone used, I suggest you return it since the device was not properly erased for your use or is a lost/stolen unit.
