Zeroing out Apple ID balance

Only Apple can remove a balance by contacting them directly.

Since support varies by region, if you are unable to contact Apple, then you would need to add a payment method and make a purchase where the amount would first be deducted from your Apple Account to zero it out and the remainder billed to your card.

Beyond that, the only other option may be to abandon your current Apple Account and create a new one when you have moved to your new region.
