How to unlock a locked Apple Account associated with an inaccessible email address?

I wanted to create account with gmail but it says it is "This email address is not available. Choose a different address." When I try to reset the password at iforgot.apple.com, I immediately receive the message 'This account is locked and can't be used.' I still have access to the email address and need to know whether the account can be restored.

Review the Support Article here for when your account is locked. If you see the message that it can't be used, then you will need to use a different one.

If your Apple Account is locked, not active, or disabled - Apple Support

If you attempt to create an Apple Account and get the message that the email address is not available, then it has previously been used for an Apple Account or currently linked to a different Apple account, so that one cannot be used.
