Apple Wallet: 'Contact Card Issuer' error re-adding cards

every time I go to add a card to my Apple wallet it says contact the card issue, but they’ve all been on there before and now they’re just got off there for some reason

iPhone 13, iOS 26

What has the card issuer stated about this when you asked them why these cards are not reloading?

Apple cannot remove cards from Apple Wallet app. Only the issuing bank and you, the user, can remove cards from the Wallet app.

Who removed the cards, you or the bank and why?
