Cannot reset iphone and advised to wait for 8 hours every time the phone is switched on

I am unable to restore my mother's iphone to the factory state after she entered the passcode incorrectly multiple times. When it is switched on the phone reports that it is unavailable for 8 hours and says the same even when more than 8 hours have elapsed. The Apple Devices programme is unable to restore the phone to the factory settings with a 2003 error. My mother has an Apple ID but her phone does not have "Find my phone" enabled.

If the Mac is 2020 then it can be updated at least to Sequoia, which can then be used to restore the iPhone using Finder:Restore your iPhone, iPad, or iPod to factory settings using a computer - Apple Support

As the Apple Platform Security guide indicates, the amount of time that the phone is off doesn't count towards satisfying the delay.


If you shut down the phone before the 8 hour delay is up, then when the phone starts up, it will enforce a delay, resetting the delay to a full 8 hours. This is by design. If you shut the phone down after 10 minutes, and then spend a day doing something else before you turn the phone back on again, you will not get credit for waiting a day and 10 minutes. You will have to wait another 8 hours with the phone turned on.

Escalating delays after repeated incorrect passcode entry attempts are a security measure to further discourage brute force attacks


If you try to bypass the delay, by power cycling the phone, the phone is programmed not to fall for that.


If you are seeing an eight hour delay, it probably means you get only ONE more chance to enter the correct passcode before you MUST reset and wipe the phone.
