iPhone Factory Restore on Apple Devices on Windows 11 Error 1109 b6b4.000

Hello, I am trying to factory restore an iphone 15 using Apple Devices on Windows 11. I keep getting this error about 3/4 of the way through the restore. Error 1109 b6b4.000. Ive switched networks. Vpn on and off, changed dns to google servers. Cleared the hosts file. Reset the app. There are no updates. It will recognize the phone until the software update part. Any help is greatly appreciated as we have had no luck on several different iphones. We are also using the Apple USB Type A - Lightning cable.

Simply toggling a VPN on and off is not enough.


Most VPN apps install configuration profiles or certificates at the system level. Even if you disable the VPN, those profiles can continue to interfere with Apple’s restore process.


To ensure an error‑free restore:

  • Uninstall the VPN app completely from your PC.
  • Remove any VPN profiles that were installed by the service provider (check Settings > Network & Internet > VPN on Windows, and also look for certificates or profiles under Apple Devices if applicable).
  • Disable VPN connections entirely before starting the restore.


Only after the VPN software and its profiles are fully removed will Apple Devices be able to communicate cleanly with Apple’s servers during the firmware download and verification stage.

? you do not paint a very big picture — restore or a factory reset why exactly(?) What is the end game here?


You should be able to do this from the iPhone alone... independent of some Windows 11 machine.

Search for accessories that have completed MFi certification. Once an accessory has completed MFi certification requirements and is reported to Apple as sold/distributed, it will be searchable in our public database of authorized Lightning, headset, charging, iAP-enabled, and Find My network-enabled accessories.
