As an alternative to all this, most vendors offer SMB file services, and Files app can connect to and mount a file system exported by Mac, PC, Linux, or other platforms:

• Transfer files from iPhone to a storage device, a server, or the cloud - Apple Support

Mount a file share on Windows, and transfer files that way.

If you need to use the Microsoft Link app, you will need to wait for Microsoft and potentially also Apple to resolve whatever is (or is not) happening here. (This is a user-to-user forum. Not Apple. And for completeness, Apple may or may not read postings around here.)

"Link to Windows" appears to be a Microsoft app that you need to use the Microsoft Windows Phone Link feature.

The description of the latter suggests that you can access and manage an Android phone's files through Windows File Explorer, but I don't see any evidence that it supports a similar feature for iOS.

Keep in mind that iOS is very sandboxed for security reasons. Perhaps "Link to Windows" cannot access arbitrary files on an iPhone for the same reason that alleged "viruses" and "virus cleaners" cannot. Perhaps the OP should manage the file transfers from the iPhone, using the Files app and iCloud Drive (or optionally, Google Drive and/or Microsoft OneDrive).

How are you trying to transfer files? You can use iTunes to transfer files, or save the files to iCloud, then use iCloud for Windows. You can also email files, text, use an outside service such as Google Drive, Microsoft OneDrive, etc.
