It’s a Gmail email account which annoyingly won’t let her in either all at once the passwords aren’t working and 2 step verification is number from phone in the river or email she can’t access

Recovering the Gmail password does not require the use of a verification code as stated here, and that may still be possible answering the account questions during recovery.

The Gmail account has nothing to do with the Apple Account, and they use separate passwords. Losing access to either account does not affect the other, so not sure what the connection is to not having access to it after the phone was dropped in the water and unable to be located.

Using Account Recovery for your Apple Account will send an email to that account within 72 hours of the recovery request that tells you how long you will have to wait to gain access to your Apple Account, but it is not required to have access to that email address or the device that has been lost. You can still check the status of the Account Recovery process without access to the Gmail account.

How to use account recovery when you can’t reset your Apple Account password - Apple Support

Pay particular attention to when the Account Recovery request will automatically be cancelled depending on how it is initiated, so you don't inadvertently cancel the request by using your Mac during the waiting period.

  • On your Apple device - Turn off all other devices that are currently signed in with your Apple Account until account recovery is complete. If your Apple Account is in use during your request, your account recovery will be cancelled automatically. If you started your account recovery in Settings, System Settings, or the Apple Support app, you can continue to use that specific device during the account recovery period.
  • On the web - Turn off all devices that are currently signed in with your Apple Account until account recovery is complete. If possible, also turn off the device that you used to start account recovery on the web. If your Apple Account is in use during your request, your account recovery will be cancelled automatically.
