This is the only system-wide setting to disable haptics.
Settings → Accessibility → Touch → Vibration → Off
When this switch is off, all vibration on your iPhone will be disabled, including those for earthquake, tsunami, and other emergency alerts.

Check all the other places where you can set Sounds & Haptics.
