Please confirm the iPad's "A" model number from iPad settings and the currently installed version of iOS:

Settings > General > About


To see the actual model identifier, you may need to tap on the displayed model number to see the number with an "A" prefix. The first generation iPad mini is often misidentified as a second generation iPad mini.


Frequent reports seen within the Apple Support Community suggest that Apple has withdrawn server-side support (including reactivation services) for all obsolete 32-bit devices - this encompassing iPad 1-4 and iPad mini1. The second generation iPad mini (a.k.a. iPad mini2), while also obsolete, is 64-bit device.


There has been some speculation that Apple now only offers reactivation support for iPad devices with iPadOS 13.x or later installed.
