Apple Watch Ultra 3 Ocean Band metal loops different sizes

I just received my Ultra 3 with the Ocean Band. The two metal oval loops are different sizes, and the smaller one is not large enough to hold both ends of the band. Has anyone experienced this? I would think that both loops would be the same size.
