i bought AirPods Pro 3 bought in Australia last week mainly for its hearing aid features. I will be going back to India where I live. I read in apple support website that the hearing aid feature is blocked in India. Is it true. If true I have to return the device before I leave.

It appears that at this writing, the hearing TEST feature is available, but the Hearing AID feature is not. Because Hearing Aids are considered a Medical device, this is determined by the health authority in each country.
