Keyboard: Water spill, lowercase to Japanese

I spilt water on my desk, and my keyboard is not working properly. The lowercase letters convert to Japanese in some applications such as Gmail. Upper-case letters work fine

Well keyboards are not waterproof and also are not repairable. So, chances are you simply need to purchase a new keyboard. You can buy a genuine keyboard directly from Apple or you can find high quality used keyboards at Macsales.com or you can use any of scores of third party keyboards, yes even PC keyboards work just fine.
