Apple Business signup issue - what can be done ??

Trying to sign up to the new Apple Business program.


We are in the UAE, well established company with all registrations / paperwork in order and submitted.

After a few days we just received a very terse message "Unable to approve organization" - no specifics given. The Apple ID is blocked (can't even log in any more to any service - posting under my personal account !).

We have about 100 apple devices on site and for the life of me don't see any reason why we would be treated so harshly.

Hi,


The "Apple ID is blocked" or "unable to approve organization" error during Apple Business signup typically occurs when the administrator’s email address is linked to an existing personal Apple ID or has been flagged by Apple’s fraud prevention systems. 


Common Causes and Solutions:


  • Existing Personal Account: If the administrator’s email is already associated with a personal Apple ID, it cannot be used to create the initial Apple Business admin account. You must use a different email address or delete/merge the existing personal account.
  • Domain Flagging: If your organization’s domain has been previously flagged for fraud or misuse, Apple may block all new account creations from that domain until manually reviewed. 
  • Terms and Conditions: Unaccepted updates to Apple Business Manager terms can block functionality. An existing administrator must sign in and accept the new terms to unlock the account. 


Recommended Steps:


  1. Contact Apple Business Support: Users report that Apple Support must manually add the email to an allowlist or clear the block. This is often the only resolution if the domain is flagged.
  2. Use a Fresh Email: Create a new, unused email address specifically for the Apple Business administrator account to avoid conflicts with personal Apple IDs. 
  3. Check Federation Status: If SAML federation was partially configured, it may have locked the domain. Complete the federation process or revert changes if necessary.
