Hello,
What you are facing is Auto-Normalize.
to fix the volume in garageband on Mac:
Click GarageBand at the top left of your screen.
Click Preferences (or Settings).
Click the Advanced tab.
Find Auto-Normalize and uncheck the box next to Export projects at full volume
