It sounds as though the pop-up is related to the Shortcuts app on your Mac, but there are several different types of "Shortcuts" windows in macOS.
A screenshot or a description of what the pop-up looks like would help identify the exact cause.
If the Shortcuts app itself keeps opening, open System Settings, select General, then Login Items & Extensions.
Check whether Shortcuts appears in the list of apps that open at login or in the background. If it does, disable it and see whether the problem stops.
If the pop-up is the keyboard shortcuts help window that appears when the Command key is held down, Apple does not currently provide a setting to disable it permanently. It is usually triggered by holding the Command ⌘ key slightly longer than intended.
If a keyboard shortcut is opening the Shortcuts app unexpectedly, open System Settings, select Keyboard, then Keyboard Shortcuts.
Review the available shortcuts and disable or change any that may be launching the Shortcuts app accidentally or conflicting with another application.
If you can describe whether the pop-up is a small floating window, a full application window, or a notification banner, and whether it appears in every application or only in one such as Safari ?

Do you mean a web page? That sounds like a scam. The only thing I ever get from Shortcuts is a notification in the upper right corner.
