The iPad User Guide describes the available method to export passwords to an unencrypted CSV file:

You should note that this facility is only available for iPadOS 18 and iPadOS 26.
View the passwords in the Passwords app and take and print screenshots.
Take a screenshot on your iPad - Apple Support
Of course, store the printouts in a secure location.

While you can attempt a screenshot of the Passwords App, iPadOS will not allow capture of a Password. While other details can be captured, the Password field will be blank...

I put a password in Notes and it screenshot just fine.
For security, Apple has contrived the Passwords App such that the password field is intentionally suppressed in a screenshot. Whether of not or not this measure has been applied elsewhere may have to be discovered by trial and error.
The Passwords App is, to date, the only Apple App of which I am aware that employs this security measure. As for third-party Apps, this would need to be coded (even if possible) by the respective App Developer.

That is certainly my understanding. In addition to your observation about the password appearing in a Notes screenshot, I use a third party password manager that also shows passwords in screenshots.
Sorry to have put a pin in [what would normally be] a perfectly good suggestion to capture in-screen info. Give it go - and you'll see. 🙂
