Okay so I had to ditch an old apple account cause it was compromised, but apple assures me it’s fine and it’s my name at iCloud, so I want it, but the web access is turned off, how do I get around that…?

Not sure what you mean by "the web access is turned off".
If the account is disabled, it's disabled everywhere and you would need to reenable it for use everywhere. There is no "web access" only restriction.
