If your iPad is unresponsive, connect your iPad to its Power Adapter and allow the iPad to charge. Then, while still connected to external power, try a forced-restart - as this will often clear an isolated software issue:

Sliding white rectangles can be Assistive Touch or Voiceover. If you can get to Accessibility in Settings turn iff everything and see if that helps.
