Parent can't reset minor son's Apple ID due to damaged phone

I have my minor son on my family plan-he recently put his phone in a lake so it doesn't work anymore and as luck would have it, he can't remember his apple password so he is unable to transfer his profile (pictures, apps, etc) to another phone without it. I have tried to reset the password myself but it doesn't seem there is a way: when i click on his profile on my account, it doesn't allow me to change his password. When we try to request a password reset, it wants to send it to his phone as a text but the phone no longer works. Is there any way as his parent I can reset his apple id password? my phone is a 16 pro, his is a 14 pro if that matters
