An Apple USB-C Pencil can only be paired with the host iPad by connecting the Pencil to the iPad using a USB-C cable. The iPad User Guide provides detailed instructions:

You need to connect the pencil to the iPad using a USB-C cable.
There is no pairing support using the magnetic connector on an iPad A16, it simply does not work that way.

The Apple Pencil USB-C model often causes confusion as it can magnetically "stick" to the side of some iPads, but it can only be charged via a USB connection. AFAIK, to date, Apple has not produced an Apple Pencil that can accept both of these methods for charging.
