An Apple USB-C Pencil can only be paired with the host iPad by connecting the Pencil to the iPad using a USB-C cable. The iPad User Guide provides detailed instructions:

I bought a new iPad this week and a USBC Apple Pencil as the pencil I had already wasn’t compatible. The assistant in the Apple Store advised that I needed the USBC Pencil which is compatible with my new iPad (A16). I charged the pencil and attached it to the magnet on the side of the iPad but it wasn’t detected. I turned the Bluetooth off and on, still no Pencil showing. Ì powered off the iPad and switched it on again. Still no Pencil showing in the Bluetooth devices. Any ideas?

You need to connect the pencil to the iPad using a USB-C cable.

There is no pairing support using the magnetic connector on an iPad A16, it simply does not work that way.
