If your iPhone is carrier locked to Verizon, ONLY Verizon can remove the lock. Apple has nothing to do with carrier lock.

You need to contact Verizon and see if your phone qualifies for an unlock. If you're not a Verizon customer or there are fees due on the contract with Verizon, they are not obligated to remove the lock until any remaining payments on the contract have been satisfied.

If by chance you purchased a used iPhone which is locked to Verizon, you should return it for refund and buy a phone which isn't carrier locked.

Verizon locked the phone.

Only Verizon can remove the lock on the phone.
