Contact your phone carrier, not an Apple issue.
Have someone take you to your phone carrier shop and speak to someone there.

seems like there is more to the story than you're telling us, how are you going to call or text if you have no cellular data service?

I think the issue is that the OP has a problem with their App Store account, probably an outstanding bill. They want to be able to download the app "TextNow" which provides an ad-supported phone service without a carrier (at least that's what the ads on television say). But because they have a problem with their account, they can't download any apps. I don't believe they have a carrier at all.
Not sure what your issue has to do with Apple.
