Family sharing with someone who has no Mac devices?

I am trying to add someone to Family Sharing who has no Mac devices, just a Roku enabled TV to use for AppleTV+. They have set up an Apple ID, and I have sent the invitation, but the process keeps failing--invitations sent to their email and phone do not work. One Apple support person said it should be possible to do, and another said that they could not accept the invitation without having some kind of Apple device. I don't think that's correct, but I am stumped.

added to the above--I have Apple devices, I have set up the Family Sharing account, and one person on the account who also does not have Apple devices was successfully added a while ago. When the person I am currently trying to add tries to activate the invitation on their PC, they are told they must "upgrade their IOS", which, of course, they can't do.
