Sorry, but you have already answered your own question; the Apple FaceTime service is not available in your region. Such restrictions are usually due to local legislation that forbids use of particular services or technologies.
As your Apple devices are region coded, unless they were purchased in a country where FaceTime is available (and therefore have corresponding region coding), you'll not be able to access FaceTime from your devices at all.
