Declining call with side button and respond with text

When the iPhone is locked, why doesn’t double-pressing the Side button decline an incoming call? Also, why is the “Respond with Text” option not available when the phone is locked? If the phone is unlocked but the Lock Screen is displayed, the “Respond with Text” option appears. Why does it behave differently?
